What is the normal time frame for receiving AP papers?
My wife's AP papers were mailed on 17th Sep but we are still waiting for them.
Are they sent to applicants home or attorney's office?

If your attorney had filled A G28 right. He will get them. Ususally they come in 3 days or so after they said they mailed it.

To my observation they never released the bulletin on Friday. They kept us waiting until Monday. So, relax, njoy weekend and check back on Monday.

According to my attorney 2 things
1. You just need the receipts to travel not the Ap approval perse.

2. If your H1B petition is still valid, you are OK, if you notice the botton part of your petition is your original I94, so you are covered with that.
Petition does not help if you don't have a visa and one wants to travel, Visa is for entry and I94 is for staying in country
3. according to my attorney CIS will take 45 days for the RD to deliver the I797 notice to you home, so if you applied the last days of July, by the 3rd week of September you will receive the I797 notice.
As note my attorney was president of the AILA last year and her husband work in the CIS, so some how the info is trustable.

Is there a conspiracy, first there was delays in the processing of the EADs, now there is delay in the production of the EAD cards...
Are there more RFEs happening too?
My EAD renewal took almost 90 days to get approved, and my employer was ready to let me go if I did not get the approval before my EAD expired. Just made it with 2 days to spare.
Why every discussion has to end with donate - why donate? What IV has done so far? Where the money goes? EB2 vs EB3... etc. Stop hijacking threads.
By the way, the title of this thread is of no good. Don't give such title to generate clicks, your post is not a media news site to give misleading titles to generate clicks. "Whats happening with EAD delays" would have been more appropriate.

Yeah i did have a I-94 with my H1 Renewal. But when i got my vis stamped in Canada recently, my original I-94 was take and i was issued a new I-94(white Card) at the border post. And the new was issued up until my passport expiration date.

There's no catch at all.....according to my lawyer. He said even if you come back on AP, you can still work on your H-1B so long as it's valid.

As far as I know, Until your apply for a H1 extension or H1 transfer on "Parolee" status, your status continues to be "Parolee". Lets consider this.
You have 3 years remaining on your H1.
You go out and come back on "AP".
Your status changes to "Parolee".
You do H1 transfer (or) your employer files for H1 extension at the end of the 3rd year.
Now your status changes back to "H1".
Here is the catch. You are a "Parolee" until your "H1" transfer or extension. In case your I-485 gets rejected during your "Parolee" status, you gotta leave the country (or) file for an appeal and proceed with H1 transfer (or) H1 extension to retain your H1 status.

One should remember the history of immigration in US. US histroy is more than 200 years. Most of the immigrants came/occupied the US, entered illegally. Legal immigration is still very new to US, by considering lenghth of immigration in US. Furthermore, till 1965, asians were not allowed legally in US to get GC. They do not like law obeying asians. This is the history. This is what it is going to be in future too.
