Thanks for all the replies that you guys have been posting to this thread. On one hand I am happy that I am not alone facing this issue at the same time I am sad that we all are having to deal with this issue.
Anyways, what I have learned so far based on my research is that the reason USCIS was rejecting my application was because they wanted to figure out if I qualify for the fee waiver based on the July 30, 2007 rule. The I-485 receipt notice apparently depicts the fee paid to USCIS and hence is an easy way for someone to tell if they qualify for that.
Apparently, the personnel screening the applications at the USCIS Phoenix Lock Box have been told to use the I-485 receipt notice to figure out if the correct fee has been provided with the application. So if the I-485 receipt notice is missing (as it is for some of us), they don't know how to determine if the correct fee has been provided or not. Apparently, they can't go into the system and pull our I-485 records to check (or perhaps they don't want to). That's the reason they reject the application with those two seemingly unrelated reasons.
I have eFiled this time and hence I have bypassed that screening in some ways. My application should not be rejected due to this anymore (theoritically). I called USCIS up again later to request a duplicate I-485 receipt notice and they told me that I should not be needing it anymore as my I-765 (eFiled) has been accepted. So we'll wait and see.
I am now planning to request expedited processing of my application. For an expedited processing to be approved, it needs to satisfy atleast one of the following criteria according to USCIS...
1) Severe financial loss to company or individual
2) Extreme emergent situation
3) Humanitarian situation
4) Nonprofit status of requesting organization in furtherance of the cultural and social interests of the United States
5) Department of Defense or National Interest Situation (Note: Request must come from official United States Government entity and state that delay will be detrimental to our Government)
6) USCIS error
7) Compelling interest of USCIS
I feel I am fall under the point 1) and point 6). The IO that I talked to over the phone told me to write to USCIS with appropriate documentation.
At this time, I would like to learn from you guys if anyone of you have applied for expedited processing, what criteria did you apply under and what was your experience with it.
Further, I would appreciate if you guys comment on the reason that I plan to apply under...Do guys think it will work?

My receipt no. is starting with WAC. I had already got transfer notice in September 2007 about getting transferred to NSC as they have juridiction over my case.

Yep..but in typical USCIS efficiency, many cases were never actually transferred but kept at CSC, although LUDs were sent out. I know because I received the same email twice. The attorney was confused with all this and fllowed up through the AILA liasion when we came to know that many packets were prepared for shipping but were never sent (i guess NSC ran out of shelf space?) so I still think it is not a big deal and wouldn't lose sleep over it.

I work as independant consultant as aslways have risk of no assignment for shorter term.
This is what i do - see if it helps
- Create emergency fund for 3/6 months if you dont have already one in place.
Atleast 3 months, depends on how much one feel secure / confident to getting another assignment/job in case of job lost
- Open/get approve HELOC -
dont use untill necessary - if any further emergency you can tap that always
- Start paying the mortgage as additional principal some part of your surplus (even $100) every month which helps you get higher limit of HELOC at later date

On the first page of 485, my employer put his address.
So I am guessing the 485 receipt will go to him even without any G-28.
EAD and AP will directly come to you anyway.

That is possible. Since they don't need your signatures on each and every page of I-485, they can do that without your knowledge and have USCIS send all communication to them...

Hello,
I am sure others might have noticed that 485 processing dates at NSC (for example) have literally crawled from the beginning of the year to now. Here are the processing dates (per USCIS status).

Thats roughly 9/10 days worth of 485 processing from mid-Jan to mid-Jun 2008. I wonder what the processing date looks like for the mid-July status update (which should probably be out tomorrow).
For one thing - there would be thousands of applications between 07/19 and 07/28 (mine being one of those :D) and the other is that the USCIS doesnt pre-adjudicate. Since the PD has only moved recently, the processing dates didnt move that rapidly

Yes, we cannot give up just because we got EAD. Due to a silly mistake, most of us eligible were able to file for I-485. It does not matter whether EB2 or EB3. We are LEGAL IMMIGRANTS.
Leaving our family relaitives, pursuing a career and leading family in getting new friends here, immigration delays have been causing nightmares.
Imagine a person who is pursuing American Dream and waiting for Green Card for 10 years? This means the prospective life of (mid 20s to mid 30s) of a guy is lost in pursuing GC? Is this the modern era slavery? Hitech slavery? Green Card should give us more flexibility.
So, united we stand to fight for legal immigration!

I am in similar situation. Originally applied to NSC, got Xfr'd to CSC. Now CSC after processing EAD/AP Xfr'd my I-485 back to NSC.
ANyone in similar situation has rcvd Finger printing notices? I assume Aug 17th filers at NSC are ahead of us?
Also, i received the EADs in mail, but haven't received the AP even though online status reads AP mailed a week back. Any idea how long it takes to get AP after it online status reads approved?
